The Quito Process and the Response Plan for Refugees and Migrants

The Pro Tempore Presidency of Brazil represented the Quito Process at the global launch of the Refugee and Migrant Response Plan (RMRP) 2022. It highlighted the efforts of the region's governments, the international community and civil society in the response.

The Brazilian delegation, represented by Ambassador Paulino Franco de Carvalho Neto, Secretary for National Sovereignty and Citizenship Affairs of the Ministry of Foreign Affairs, reaffirmed the priorities of Brazil's Pro Tempore Presidency in leading the Quito Process during his intervention at the global launch of the Refugee and Migrant Response Plan (RMRP) 2022. 

"We want to leave the legacy of greater inclusion of relevant actors, especially civil society organizations and local authorities; a stage of methodological consolidation; and a renewed commitment to the R4V platform and the Group of Friends," said Ambassador Paulino Franco de Carvalho Neto. 

The Brazilian Secretary also thanked UNHCR and IOM for their support through the Technical Secretariat of the Quito Process for the technical advances that have boosted regional dynamics on behalf of refugees and migrants.

The RMRP is the result of a field-oriented planning, bringing together 192 requesting organizations in consultation with host governments, civil society, faith-based organizations, local communities, donors, as well as Venezuelan refugees and migrants themselves. At the regional level, the RMRP 2022 is implemented under the R4V Interagency Coordination Platform in 17 countries in Latin America and the Caribbean.

The presence of the Quito Process at this event as the intergovernmental body that coordinates the initiatives arising from the States, and the reaffirmation of the commitment to the various actors is extremely important, as it allows for increased synergy between countries towards more cohesive results at the regional level.
