A regional framework to guarantee educational rights of migrants

A platform to monitor students in situations of mobility and achieve regional educational policies. Conclusions of the workshop led by Argentina.


If there is something that allows a better integration of refugee and migrant families, it is the possibility that their children and adolescents can study and be part of the educational system of the country that receives them, regardless of their country of origin or immigration status.


This integration is also enhanced when the members of each migrant family have mechanisms for their studies to be recognized and validated in the receiving country. Both possibilities allow  some of them to work or for others, to continue their studies.
The thematic workshop of the Education axis, with Argentina as the champion country and UNESCO as the leading agency, was held on April 12 within the Quito Process, and advanced towards the implementation of a regional monitoring framework for students in a situation of mobility. The workshop sought to consolidate a space for knowledge, diagnosis and support for the formulation and implementation of regional educational policies that guarantee the right to education of people in mobility contexts.


To achieve this, it was agreed on the need to develop capacities in the ministries of Education of the region for the use of data in the planning and monitoring of policies at the national and regional levels, as well as to establish and technically validate indicators among the different countries.


Paula Klenner, associate coordinator of the UNESCO regional office, presented the beta version of the Regional Monitoring Framework Platform, while Ernesto Yáñez and Florencia Saffirio, program officers of the same United Nations organization, presented the quantitative dimensions and qualitative, respectively.


After the workshops, the conclusions established the clear need to:

  • Produce data and evidence, harmonize and unify of concepts to have common criteria and indicators that are worked on by national tables.
  • Anticipate the trajectories of Venezuelan refugees and migrants to capitalize on the educational training assets that children have on their travels.
  • Produce information to plan articulated actions that provide a comprehensive vision and allow spaces for dialogue and exchange between countries.
  • Combine the capacities of the management and research teams based on coordinated regional work for decision-making and the development of public policies.
