Argentina presents advances in the Regional Framework for Student Monitoring
Together with UNESCO, they also pointed out the challenges for its implementation in order to guarantee the right to access education for the people in a situation of mobility.
Brasilia, April 4, 2022 – Argentina, as the leading country, together with UNESCO, presented the progress of the Regional Monitoring Framework for students in situations of mobility, a project with a regional dimension of the Education working group of the Quito Process. In addition, they opened the debate so that, together with the participation of the countries, proposals could arise to advance and overcome the existing challenges.
The Regional Framework for Monitoring Mobility Students seeks to strengthen the planning and monitoring capacities of national education systems. With qualitative and quantitative information, it contributes to the strengthening of educational interventions aimed at the population in a situation of mobility from the generation of comparable and quality data integrated into a regional monitoring initiative.
The structure includes the creation of a technical working group made up of technical teams from the ministries of education of Latin America and the Caribbean, which seek to reach agreements on the indicators, as well as the necessary protocols for the treatment and incorporation of information into the Framework. Regional. This set of actions is based on the SDG 4 Thematic Indicators Framework, the 2030 Education Strategy and the indicators that the region prioritizes as relevant to the topic.
The development of the Regional Framework began with the mandate assumed by UNESCO between 2017 and 2018, which promoted from then on the rapprochement with the Quito Process, with the regional working group and with the Ministries of Education. The technical table has met three times (October, November 2021 and February 2022) and has the active participation of 19 countries in the region.
The thematic workshop, led by Argentina and supported by UNESCO, and with the support of the Regional Education Group for Latin America and the Caribbean (Save the Children/UNICEF), featured an interactive exercise for the exchange of good practices among member countries .
The representatives of the Member States reviewed the main components of the Regional Monitoring Framework for Students in Mobility Situations and saw the progress made in the development of the beta version of the web platform (https://beta.emacunesco.org/) in format interactive dashboard for data analysis and visualization.
Implementation challenges
Following the presentations and during the discussions, the areas most lacking in information were identified: the survey of academic backgrounds across multiple countries, the specific vulnerabilities of students in situations of mobility, access and progress in school. , and good practices in terms of inclusion and adaptation and curricular flexibility. Currently, for the collection of more information, a form is in circulation among the member countries of the Quito Process. UNESCO urges the participation of member states in its completion.
The Brasilia Chapter workshop made it possible to review the implementation of the framework, seeking with the member states the reaffirmation of the commitment to advance in guaranteeing the right to education of the population in a situation of mobility. The importance of including the educational situation of this population was ratified, and of continuing to create spaces for collaborative exchange that contribute to the development of the technical capacities of the countries to provide inclusive responses.
Finally, the thematic workshop promoted the exchange of good practices in order to socialize the various educational responses that countries have implemented in relation to the population on the move in the context of the pandemic, an exercise that will serve as input to complement the repository. of educational policies aimed at guaranteeing the right to education of people in a situation of mobility.
